Professional Experience
Kutner-Ross Associates, Inc. (1997-Present) - Senior Consultant
Mr. Sutton began his association with Sol Kutner in the summer of 1986, and began providing full time construction consulting support services for Mr. Kutner in 1997. Since that time Mr. Suttons responsibilities have expanded to include:
- Reviewing contract related documentation (e.g. contracts, drawings, specifications, PCOs, COs, RFIs, CPM schedules, POs, invoices, procurement records, bid sheets, Pay Apps, engineer reports, testing reports, meeting minutes, correspondence, etc.)
- Organization and filing of documents ranging from small, private contracts to large, 400,000 page, federal, state, and local public works projects.
- Research and analysis of contract/subcontract issues.
- Preparation of claims documents for mediation, arbitration or litigation, including drafting opinions & conclusions for expert testimony and key analysis deliverables such as charts, graphs, spreadsheets, claim "key issue" documentation databases, analysis summaries, photographic image enlargement & enhancement, and animated PowerPoint presentations.
- Draft Dispute Review Board (Arbitrator/Mediator panel) opinions & recommendations on multi-million dollar public works projects.
- Prepare revisions of various terms for incorporation into client standard contract documents.
- Development and maintenance of Kutner-Ross computer network and website.
Significant Projects Include:
- BART Airport Extension, San Mateo County, California
BART Extension from Colma to Milbrae, including Airport branch and Stations. $700 million project, $100 million in claims. Document organization, review, analysis, legal research. Draft analysis summaries and preliminary opinions for the DRB members.
- Three Taylor River Bridge Replacements, Gunnison County , Colorado
Replacement of three bridges over the Taylor river. Consultation to Colorado Dept. of Transportation. Document organization, review, analysis, legal research, generate key analysis deliverables to assist in negotiated settlement of multi-million dollar contract claims related to construction of the bridges.
- Blair WW Underground Electrical Conversion Project, Tacoma , Washington
$2.6 million project to furnish, install, terminate, and energize underground cables in the Port of Tacoma . Consulting services to the General contractor during dispute of $1.2 million in delay claims.
- Lewis Road Landfill Closure, Salinas , California
$2 million construction contract for final closure of the Lewis Road landfill. Consulting services to Project Engineer during dispute between owner and contractor of $2.6 million in delay claims.

Zing Networks, Inc. (2000-2001) - Senior Information Architect
Development and documentation of site functionality, navigation architecture scheme, and data flow. Analysis and development of task models and usage scenarios. Project team management and scheduling during implementation of usability engineering.
SFSU College of Education, (1999-2000) - Computer Technical Support
Team management, scheduling, development and implementation of functionality and usability improvements to technology based instructional systems. Weekly instruction to professors in systems use. Technical support for the internal computer network.
Pixar Animation Studios (1996-1997) - Interactive Division / Short Films Division
